HE HAS A PLAN — The White House is expected to unveil a plan this week to address health cost spikes set to hit Obamacare enrollees when enhanced premium subsidies expire at year’s end, according to two people granted anonymity to discuss the unannounced plans, POLITICO’s Benjamin Guggenheim reports.

The White House plan would extend the expiring Affordable Care Act subsidies for two years while limiting the subsidies to people with incomes up to 700 percent of the federal poverty line. Enrollees would also pay a minimum premium payment, according to the two people.
