Over the past two decades, enrollment in Medicare Advantage (MA) grew significantly compared to traditional fee-for-service Medicare. Since 2003, MA enrollment increased steadily, and its market penetration exceeded fee-for-service in 2023. In 2024, around 54 percent of Medicare beneficiaries were enrolled in Medicare Advantage.
