Current policies aimed at improving the quality of health care in the United States have fallen short. However, a novel approach to achieving quality outcomes tested by the Center for Medicare and Medicaid Services’ (CMS) Innovation Center (CMMI) shows promise. New data indicate that when payment models reward clinicians for supporting patients to take an active role in their care, quality improves.

It is widely acknowledged that quality measurement is critical to achieve accountable care and advance equity. But the proliferation of quality measures and the processes required for measuring and reporting often become too costly and burdensome without driving sufficient improvement.
