REDUCTIONS IN FORCE: Mass layoffs finally hit thousands of employees across HHS overnight, upending a generation of the federal public health civil service, POLITICO’s Sophie Gardner, Ruth Reader, Lauren Gardner, David Lim and Chelsea Cirruzzo report.
