On January 31, 2020, the Centers for Medicare and Medicaid Services (CMS) released its proposed 2021 Notice of Benefit and Payment Parameters rule. The proposed rule was accompanied by a fact sheet, the 2021 draft letter to insurers in the federal marketplace, key dates for calendar year 2020, an extension of the non-enforcement policy for transitional (or “grandmothered”) policies, and a press release. CMS previously released a proposed rate review timeline and draft actuarial value (AV) calculator and AV calculator methodology for 2021. CMS is accepting comments on the proposed rule through March 2, 2020.
