California Gov. Gavin Newsom killed the “kill switch” on artificial intelligence (AI) Sunday (Sept. 29), vetoing a bill that would have introduced safety testing requirements for AI companies developing models that cost more than $100 million or those using substantial computing power.

The bill also would have mandated that AI developers in California establish fail-safe mechanisms — or a “kill switch” — to shut down their models in case of emergencies or unforeseen consequences.

“By focusing only on the most expensive and large-scale models, SB 1047 establishes a regulatory framework that could give the public a false sense of security about controlling this fast-moving technology,” Newsom wrote in the correspondence to legislators that accompanies the decision.
