The release of the latest national health expenditure data from the Centers of Medicare and Medicaid Services Office of the Actuary is an occasion to reflect on the emerging post-COVID health system. What can we discern about the health of the medical system from knowing how much money goes into it? The actuaries’ conclusion is conveniently stated in the title of the article: “Growth Similar to Prepandemic Rates.” The finding suggests a return to normality. This finding is either reassuring or concerning, depending on one’s view of health spending prior to the pandemic.

The headline numbers certainly bear out the actuaries’ assessment: 4.1 percent annual growth is roughly the rate prepandemic. But in a period of major change, it is...
