Interest in multiyear continuous Medicaid enrollment for young children—in which children are covered continuously during their pre-school years—is growing. This interest is grounded in evidence of the value of stabilizing coverage for both children and adults, as well as the particular importance of ensuring timely preventive care and treatment for children during their critical years of development. The Centers for Medicare and Medicaid Services (CMS) has signaled its support of this new coverage paradigm in Medicaid and the Children’s Health Insurance Program (CHIP) through waiver approvals for Oregon and Washington State in 2022 and, most recently, for New Mexico.
