The Blue Cross Blue Shield system is made up of more than 30 independent and locally operated companies. While they share branding and licensing through the Blue Cross Blue Shield Association, each plan typically functions as its own entity with separate management, operations, and markets.

Many of these affiliated plans are owned by large parent organizations, including Health Care Service Corporation, Elevance Health, Highmark Health, and Cambia Health Solutions. Others are nonprofit or independently run. Some affiliates use only “Blue Cross” or “Blue Shield” in their branding, and Hawaii’s affiliate, HMSA, does not include either term in its name.
