For older adults, Medicare enrollment is a confusing and frustrating endeavor with significant medical and financial implications. In addition to the challenge of understanding what plan options are available and how to complete the enrollment process, a 2022 inquiry by the Senate Finance Committee Majority Staff found beneficiaries are being ambushed by Medicare Advantage plans and agents with “aggressive marketing tactics as well as false and misleading information.” Beneficiaries are faced with limited windows of time in which to compare and contrast plan options during initial enrollment and annual enrollment periods, and the sheer magnitude of information (and misinformation) available greatly complicates the ability of the individual to function as an informed consumer in selecting an optimal plan.
