Over the past 18 months, states have been “unwinding” the Medicaid continuous coverage requirement and reassessing the eligibility of 94 million enrollees whose coverage was maintained for up to three years during the COVID-19 public health emergency. As of September 2024, 87 percent of renewals are completed.

According to the Centers for Medicare & Medicaid Services (CMS), children’s enrollment in Medicaid and the Children’s Health Insurance Program (CHIP) rose by 7.1 million between February 2020 and March 2023, and then fell by 4.6 million by June 2024, meaning enrollment declines during unwinding offset many of the enrollment gains children experienced during the continuous coverage period.
