States can more effectively address health inequities by aligning and leveraging existing programs and resources. Specifically, there is a significant, underexplored opportunity to leverage Certificate of Need (CoN) programs, community benefits guidelines for non-profit hospitals, and state health planning activities. These programs and activities can bring more resources, and more effectively deploy existing resources, to advance root cause approaches to health inequities. There is a glaring mismatch between our nation’s spending on health care versus spending on community-driven, prevention-oriented activities focused on the root causes of health inequities, and the experience of Massachusetts offers lessons on how to meet this challenge.
