For those working to advance “housing for health” initiatives, Congress imposed a major setback when it passed HR 1 this summer. The law will have devastating impacts on Medicaid, an increasingly important funding source for efforts to improve health outcomes and lower costs by addressing members’ homelessness and housing instability.

However, proponents of “housing for health” and community living might find a small glimmer of hope in one provision of HR 1 that relates not to Medicaid but rather to federal Low-Income Housing Tax Credits (LIHTCs).
