Many dual-eligible individuals and their caregivers navigate often uncoordinated Medicare, Medicaid, and long-term services and supports (LTSS) with the significant added challenge of language barriers. Integrating Medicare-Medicaid programs provides a unique opportunity to meet the needs of dual-eligible individuals and their caregivers with limited English proficiency, and state-integrated program requirements should include a focus on unique language needs.
Dual-eligible individuals are nearly nine times more likely to have limited English proficiency than those in Medicare only. Similarly, compared to Medicare-only beneficiaries, full dual beneficiaries are approximately four times more likely to need help with two or more activities of daily living, which makes it especially important to prioritize langue-accessible LTSS for dual-eligible individuals.
