On April 13, 2017 the Department of Health and Human Services released its final marketplace stabilization rule. The rule finalizes a proposed rule released on February 10, 2017. It was accompanied by a press release, final list of key dates for 2017, final Uniform Rate Review timing guideline, good faith compliance guidance, qualified health plan (QHP) certification guidance for the states, and final 2018 actuarial calculator and methodology.

The rule is called a market stabilization rule because it makes changes insurers have claimed are needed to stabilize the federal and state exchange insurance markets for 2018 and going forward.
