The U.S territories — American Samoa, Commonwealth of the Northern Mariana Islands, Guam, Puerto Rico, and US Virgin Islands — and the Freely Associated States (FAS) — the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau — have faced an array of longstanding fiscal and health challenges, made worse by recent natural disasters and the coronavirus pandemic.
