HEALTH DEAL OUTLOOK — Congressional leaders announced on Tuesday that they had reached a bipartisan deal to address some aspects of the health care system, including pharmacy benefit manager reforms, extensions of public health programs and increased funding for community health centers, POLITICO’s Amanda Chu, Robert King and Benjamin Guggenheim report.

But Congress has been close to passing similar measures in the past, only to fall short. And even with strong support in both chambers, the bill faces significant hurdles.

Lawmakers must navigate around the powerful lobbyists for pharmacy benefit managers — the intermediaries who negotiate drug prices on behalf of employers and insurers — who have handily defeated similar proposals in the past.
