Health care costs are growing at a rate that continues to outpace our ability to afford them, placing unsustainable pressure on US families and our state and federal governments. As health care leaders in California—representing consumers, employers, labor, and insurers—we knew that we had to change the way our health care system operated or be willing to accept its impact on our other priorities: access to care; business competitiveness; take-home wages; and coverage affordability. Working together as an unlikely coalition, we developed and worked to pass—with many other legislative and industry partners—what we believe is the most comprehensive health care cost reform effort of any state in the nation.
