With nearly 70 percent of all Medicaid beneficiaries enrolled in comprehensive managed care plans, state purchasing strategies to improve health and health care have become a subject of intense interest. As with insurers operating in a competitive market, Medicaid managed care plans’ immediate focus is their members’ day-to-day health care needs. But the industry has also embraced another broader imperative focused on deeper health improvement as a value-added service that gives companies a competitive edge. Furthermore, because of the concentrated nature of much of US poverty, these efforts can begin to have a cumulative impact across a broader geographic region.
