Blue Cross and Blue Shield of Alabama is criticizing a proposed health plan backed by the Alabama Farmers Federation (ALFA), which BCBS says would provide unregulated coverage, harm members, and discriminate based on pre-existing conditions.

Alabama lawsmakers introduced legislation in February that would allow nonprofit agricultural organizations to offer health benefits in a format that would not be regulated as traditional health insurance and would be exempt from the state’s insurance laws.

Potential members would have to acknowledge that the health benefits are not insurance and are not regulated as such. The nonprofit organizations offering the benefits would be allowed to contract with payers to transfer some or all of the risks associated with offering health benefits. If passed,...
