This week, Sens. Josh Hawley (R-Mo.) and Richard Blumenthal (D-Conn.) introduced the GUARD Act, a bill that would bar minors from using artificial intelligence-driven companion chatbots. But so far, states are moving faster — and more aggressively — than the federal government in imposing chatbot laws and regulations.

Amid multiple lawsuits alleging that chatbots encouraged young users to harm themselves or others, companies, including OpenAI and Character.ai, have promised stronger safeguards for their platforms. But states aren’t waiting.

So far, six states have passed laws to address some mental health risks associated with chatbots.
