Three GOP senators sided with Democrats on Wednesday to signal disapproval of a policy change the Department of Health and Human Services made early this year that critics said reduces transparency on grant making and contracts.

Susan Collins of Maine, Lisa Murkowski of Alaska and Thom Tillis of North Carolina voted for a motion to proceed with a Senate resolution introduced by Sen. Angus King of Maine, an independent who caucuses with the Democrats, expressing disapproval of the policy change.

The motion passed with a 50-49 vote, with Sen. Steve Daines (R-Mont.) not voting.
