What might happen during the lame-duck session of Congress in December, and what might happen in the new Congress that opens in January? The prospect of divided government is causing healthcare policy leaders to strategize carefully around which policy priorities they want to promote, knowing that the chances of certain types of legislation might be difficult to enact.
