In early May, the Congressional Budget Office (CBO) released new resources on its updated baseline projections of health insurance coverage and a new analysis of single payer health care systems. The baseline projections are released annually in conjunction with the Joint Committee on Taxation (JCT) and will be used as the benchmark for analyzing proposed legislation. CBO and JCT used the CBO’s new health insurance simulation model, HISIM2, in developing the projections.

Overall, CBO and JCT continue to predict stable markets in light of increased insurer competition, insurer profitability, and the availability of federal subsidies.
