The Trump administration has approved nine states’ applications to make Medicaid coverage for many non-disabled recipients conditional upon meeting work requirements—a politically controversial policy that had never been implemented in the Medicaid program. Seema Verma, the administrator of the Centers for Medicare and Medicaid Services (CMS), has encouraged states to implement Medicaid work requirements, arguing that the policy will provide a pathway out of poverty. There has been widespread opposition, including from 172 Democratic House of Representative members and six national physician organizations, because of concern that work requirements will cause coverage losses.

To date, Arkansas is the only state that has implemented a Medicaid work requirement policy long enough for recipients to have been at risk of losing...
