Health care costs continue to be a major federal policy issue with the Medicare Trust Fund expected to be exhausted in 2026 and health care expected to account for 32.9% percent of all federal spending by 2027. Health care also accounts for 11 percent of the median family’s expenses, and it consistently ranks as one of voters’ most important political issues. Despite significant discussion, no federal policy has solved the issue of high costs and high cost growth.

There are many reasons that make federal reform difficult. But one important factor is too often ignored: People’s jobs are at stake.
