The quest for improving health care efficiency and the delivery of high-quality care is the Holy Grail for researchers, managers, physicians, economists and policymakers. The concept of value-based health care embraced this promise, and while significant progress was made in its concepts, there are still major barriers that preclude its full implementation.

Recently, the COVID-19 pandemic promoted a surge of sick patients to hospitals and ICUs and destabilized the already frail and strained health care system. Elective surgeries and procedures were canceled, affecting the financials of hospitals, public and private, that already suffered immensely from the unmatched use of resources to treat COVID-19 patients.
