On March 25, 2019, the Centers for Medicare and Medicaid Services (CMS) released its marketplace open enrollment report for 2019. Overall, about 11.4 million consumers in all 50 states and the District of Columbia selected or were automatically reenrolled in marketplace plans during the 2019 open enrollment period. More than 8.4 million consumers enrolled through the 39 states that use HealthCare.gov, and about 3 million consumers enrolled through the 12 states that operate their own marketplaces. (An additional 822,000 individuals enrolled through the Basic Health Program in New York and Minnesota.)

Overall enrollment is down by about 3 percent from the 2018 open enrollment period when 11.8 million consumers selected or were automatically reenrolled in marketplace coverage. However, enrollment through...
