On May 24, the Trump administration released its COVID-19 Strategic Testing Plan to Congress, and in testimony to Congress again last week, emphasized its position that states, not the federal government, should have primary responsibility for COVID-19 diagnostic testing across the country. The testing plan calls for increasing the number of diagnostic tests to 12.9 million in June and for states to test up to 2-15 percent of their populations. Experts have noted that our country needs to have the capacity to perform between 700,000 to as many as five million tests per day to rapidly identify any new infections so our country may remain open safely.
