Multiple observers, including MedPAC and the National Academies of Sciences, Engineering, and Medicine, have called upon the Center for Medicare and Medicaid Innovation (the Innovation Center) at the Centers for Medicare and Medicaid Services (CMS) to develop a more focused portfolio of value-based models that work in harmony. Over the past 10 years, the Innovation Center has launched 54 payment and service delivery models testing ways to deliver better care at a lower cost to Medicare and Medicaid beneficiaries. At the same time, the Medicare Shared Savings Program (MSSP) has grown to cover nearly 11 million Medicare beneficiaries. In 2017, the Quality Payment Program was launched in traditional Medicare.
